The Project’s mission is to make walking and cycling equal to motorized modes of transport by developing a methodology for evaluating the efficiency of measures for walking and cycling, in the context of urban congestion.

FLOW project targets three main groups of stakeholders: cities, businesses and policy makers in order to change the way these groups think and act upon the reduction of the potential congestion by promoting non-motorized transport. Project activities consist of representatives training of interested groups, in over 40 European cities (such as Budapest, Dublin, Sofia, Munich, Lisbon, Gdynia, Constanta etc.), in applying the FLOW methodology and assessment tools, and the promotion of the experiences exchange between local practitioners in the field of congestion reducing efficiency evaluation by implementing the methods to promote walking and cycling.

Action 1: Air quality information establishment and its influence on health - the specific situation of each city;
Action 2: Identification of the funding sources and air quality regulations to establish contradictions / gaps / legislative area specific examples;
Action 3: Presentation of good practice examples in the field of air quality;
Action 4: Develop a guide for cities that want to carry out an action plan on air quality. This guide will include the best examples both in legislative area and the action put into practice. (Coordinator Constanta and Milan).

Modernization of document management and operational management by implementing the electronic signature system.
Decrease of documents operating time within the institution.
Automatic generation of an electronic archive.
Particular security of documents - once the document is signed it can not be changed, any changes to the document system is signaled immediately.
Signing documents can be done by the authorized person from anywhere.
Decreasing consumption of printed paper and reduced maintenance cost for printers.
Growth in labor productivity by reducing time spent searching for documents in the archive.
In this project there were purchased 112 certified, qualified electronic signatures and 112 secure devices for electronic signature generation and a storage server for documents issued by the institution in cyberspace.
Following the implementation of this project, Constanta City Hall was the first public institution in Romania that implemented the electronic signature system in accordance with the provisions of the Law 455/2001 on electronic signature, thus being rewarded.
