overall objective The overall objective is to reduce the number of people at risk of poverty and social exclusion of marginalized communities studied, in which exist the population belonging to the Roma minority by supporting socio-economic integration of 600 people from resident marginalized communities in the intervention area encompassing and social campus "Henri Coanda",  using integrated measures to improve the level of education among pupils and preschool pupils Roma and non-Roma, stimulating the employability of people looking for work and of those who intend to start a self-employment, and increasing access to social services and healthcare quality.

The Project’s mission is to make walking and cycling equal to motorized modes of transport by developing a methodology for evaluating the efficiency of measures for walking and cycling, in the context of urban congestion.

FLOW project targets three main groups of stakeholders: cities, businesses and policy makers in order to change the way these groups think and act upon the reduction of the potential congestion by promoting non-motorized transport. Project activities consist of representatives training of interested groups, in over 40 European cities (such as Budapest, Dublin, Sofia, Munich, Lisbon, Gdynia, Constanta etc.), in applying the FLOW methodology and assessment tools, and the promotion of the experiences exchange between local practitioners in the field of congestion reducing efficiency evaluation by implementing the methods to promote walking and cycling.

Decrease of documents operating time within the institution.
Automatic generation of an electronic archive.
Particular security of documents - once the document is signed it can not be changed, any changes to the document system is signaled immediately.
Signing documents can be done by the authorized person from anywhere.
Decreasing consumption of printed paper and reduced maintenance cost for printers.
Growth in labor productivity by reducing time spent searching for documents in the archive.
In this project there were purchased 112 certified, qualified electronic signatures and 112 secure devices for electronic signature generation and a storage server for documents issued by the institution in cyberspace.
Following the implementation of this project, Constanta City Hall was the first public institution in Romania that implemented the electronic signature system in accordance with the provisions of the Law 455/2001 on electronic signature, thus being rewarded.
