Objectives The general objective of the project is to improve the administrative capacity at the level of Administrative Territorial Unit Constanţa Municipality and its entire Functional Urban Area, by developing the capacity of integrated strategic planning, streamlining the management processes and simplifying administrative procedures, in order to respond, in a fundamental and coherent way, to local communities needs.
Specific objectives
Specific objective 1 –  Development of strategic planning capacity at the level of Administrative Territorial Unit Constanţa Municipality and Constanţa Metropolitan Area, by updating the Integrated Urban Development Strategy and the portfolio of priority projects of Constanța Metropolitan Area;
Specific objective 2 – Streamlining and simplifying of services provided to citizens by Administrative Territorial Unit Constanţa Municipality through a ”shared skills” computer system and further retro-digitization archive;
Specific objective 3 –  Strengthening the institutional capacity of Administrative Territorial Unit Constanţa Municipality and other local public authorities in the Constanţa Metropolitan Area, by adequately training staff in the field of strategic planning and efficient public management.

General objective The general objective of the project is to improve the urban mobility in Constanța Municipality, by a re-systematization of the transport infrastructure on 1 Mai Blvd. and Șoseaua Mangaliei Road. In order to encourage the use of more environment-friendly transport means, some lanes dedicated to public transport and to bicycles will be introduced and the roadway and sidewalks will be rehabilitated. The purpose of these interventions is mainly to reduce the GHG emissions and to promote sustainable urban mobility by making investments in the urban public transport infrastructure and in the infrastructure specific for travelling by foot and by bicycle, in order to ensure a free and safe movement of people. All these shall lead to the improvement of the environmental conditions and life quality for the citizens and visitors of Constanța Municipality.

The aim of this project is to increase the modal share of moving by food and by bicycle, by transforming the segment of Ștefan cel Mare street in a modern pedestrian esplanade (sidewalks and shared-space areas), by rehabilitating the adjacent streets and by creating lanes dedicated to public transport and bicycle paths on Ferdinand Blvd. and Mircea cel Bătrân street. Moreover, the intention is to make the use of motor vehicles in the central area of the municipality less attractive. For this purpose, the access of personal/private motor vehicles in this area will be limited, which shall lead to the reduction of CO2 equivalent emissions.

The incubator shall provide high quality support services for the incubated companies and shall create mechanisms facilitating the transfer of experience, know-how and knowledge specific to successful business development, both by the new entrepreneurs of the creative industries, as well as by the entire entrepreneurial community in the South – East region.

Objectives The general objective consists in strengthening the administrative capacity of the Administrative Territorial Unit Constanța Municipality by developing the strategic planning capacity and by simplifying the administrative procedures, in correlation with the introduction of electronic methods for the management of administrative documents.

Specific objectives
Specific objective 1 –  Development of the strategic planning capacity at the level of the local public administration of Constanţa Municipality by crating the Smart City Strategy for the municipality;
Specific objective 2 – Increasing the efficiency and simplifying the services provided for citizens by implementing a portal of digital services for citizens, documents management, ERP and partial digitalization of the archive;
Specific objective 3 –  Promoting modernisation I nteh local public administration of Constanţa Municipality by specialising the city hall employees on topics specific to the project (strategic planning), which shall motivate and drive them towards innovation and providing quality public services for citizens.
Results – the Smart City Strategy of the a municipality is elaborated
– the analysis – diagnostic of the computer and document management system;

Result 2: Identification of the financing sources and the regulations on air quality in order to establish the contradictions / lacks / specific examples in the legislation;
